Pertamanya, izinkan saya menyampaikan salam penuh takzim dari Yang Amat Berhormat Dato’ Mohamed Khaled Nordin, Menteri Besar Johor yang tidak dapat bersama sama dengan kita pada hari ini.

Ini berikutan beliau telahpun mempunyai ketetapan rasmi yang telah disusun terlebih dahulu dan memohon maaf kerana tidak dapat hadir pada hari ini.

Walau bagaimanapun, Dato’ MB menyampaikan harapan beliau agar majlis ini berjalan lancar dan mencapai objektifnya.

Justeru, izinkan saya untuk membacakan teks ucapan rasmi YAB Dato’ Menteri Besar.

Tuan-tuan dan Puan-puan yang dihormati sekalian,

Pertamanya, marilah kita panjatkan kesyukuran kepada Allah SWT kerana di atas limpah dan perkenanNya, kita semua dapat bersama-sama menjayakan Persidangan MNCs & SMEs Supply Chain Development dan Opportunities Wilayah Selatan Anjuran MIDA.

Ladies and Gentlemen,

A very good morning I bid to you all and I am pleased to welcome all of you to Johor, the southern jewel of Malaysia. We are proud and thankful that Johor has been chosen as the third state to host MIDA’s series of Supply Chain Conferences this year. 

The encouraging turn out in this hall speaks volumes about the eagerness of the business community here to explore and build mutually beneficial strategic partnerships. With this vibrant business ecosystem, I am definitely confident that we are on track to become Malaysia’s Southern Economic Powerhouse! 

Before proceeding further, I would also like to take this opportunity to congratulate MIDA on its 50th Anniversary this year. Since the early days, MIDA has worked hand-in-hand with state governments and various agencies to develop this region. 

Through concerted efforts, the Southern Region today has become the home of many renowned global companies such as Lotte Chemical Titan, Hershey, Dyson, Seagate in Johor as well as Infineon, Honda, Konika Minolta, and Xinyi Solar in Melaka. 

Their thriving businesses are well supported by local players as suppliers of raw materials, parts, components and ancillary services. 

This modus operandi has served well for both parties in many years and has generally enhanced the robustness of our economy as a whole.

As companies continue to prosper, be it through new investments, expansion or diversification, it is certain that they will open up new areas of business opportunities for other companies to meet those needs.

With that in mind, I applaud MIDA’s effort in bringing together Multinational Corporations (MNCs), Large Local Corporations (LLCs) and local & Small and Medium companies (SMEs) in a single marketplace that will enable them to network, share insights and ideas towards building stronger supply chains in this region.

Ladies and Gentlemen, 

Johor has emerged as one of the most important manufacturing hubs for Malaysia with a diversified industrial portfolio, predominantly in the petroleum products (including petrochemicals), electronics & electrical products (E&E), food manufacturing, chemicals & chemical products as well as natural gas industries. 

Business opportunities in Johor are not just confined to the manufacturing sector. In fact, the services sector is actually the primary driver of the state’s economy with more than 50 percent contribution to Johor’s GDP annually. Education, tourism, healthcare & wellness and creative industries are among our focus areas when it comes to services.

We are clear about what we want for Johor and Johoreans. The state’s comprehensive growth blueprints as outlined under the Johor Strategic Growth Plan and the Iskandar Malaysia Comprehensive Development Plan (CDP) II, provide the guiding principles on how we want to move the state forward. 

Iskandar Malaysia as the economic region has also contributed to the Johor economic spurs. From 2006 until June 2017, it had attracted RM237.36 billion committed cumulative investments which local investors had contributed RM143 billion (60%) to the total cumulative committed investments while the balance RM94 billion (40%) were contributed by foreign investors.

In addition, the four mega projects that have been identified for the state, namely -- Forest City, Kuala Lumpur-Singapore High Speed Rail (HSR), Johor Bahru-Gemas electrified double-tracking project and Pengerang Oil and Gas Hub, are set to propel Johor to greater heights. 

Hence, I would like to urge all companies here, both foreign and local, to be part of this agenda that will position Johor as one of the biggest competitive cities, benefitting Bangsa Johor with more job opportunities, better infrastructure and ultimately improve their overall standard of living.

Ladies and Gentlemen, 

Our development goals will not bear any fruition without the presence of enablers such as an effective and efficient logistics system as well as the availability of a steady stream of industry-ready talents. 

Recognising this, various efforts have been undertaken towards providing a conducive environment for investments and business.

For example, Port of Tanjung Pelepas (PTP), the world’s 6th busiest transshipment port, announced a RM1billion upgrading programme earlier this year. This will allow the port to increase its capacity from 10.5 million TEUs (twentyfoot equivalent unit) to 13.5 million TEUs. 

On the other hand, Tanjung Langsat Port which is currently operated by JCorp is developing one (1) of the thirty one (31) industrial parks it has planned across Johor, dedicated for liquid bulk. 

This investment arm of the Johor state government is working closely with MIDA to designate the project as an integrated refinery, petrochemicals and oil storage hub for the region.

Next, to improve the availability of industry-ready talents, Johor will develop Malaysia’s first technical and vocational skills training hub in Kota Tinggi district with the aim of enhancing technical vocational education and training (TVET) and produce more skilled workers. 

In addition, RM 20 million has been allocated for the Iskandar Malaysia Professional Fund (IMProF), a training fund initiated by IRDA and Perbadanan Tabung Pembangunan Kemahiran (PTPK). 

The skills training under this fund focuses on upskilling, reskilling and certification programs for selected target groups such as limited skill workers, unemployed graduates, technical and service sector and women. 

In addition, the Iskandar Malaysia Employment Grant (IMEG), is a strategic intervention program with the core aim of increasing employability of talented individuals from marginalized segments of society.

As such, a 50:50 salary matching grant is provided to employers in Iskandar Malaysia who hire limited skills & unemployed graduates, women, technical & vocational trained, retrenched workers, retirees returning to work and OKU workers. 

The program encourages “on the job” training through employment with companies located in Iskandar Malaysia.

It is highly crucial to ensure that not a single entity is left out in our journey towards improving the availability of productive talents. In the Spirit of Muafakat Johor, every Johorean should prosper together where opportunities are abound for all. 

Besides that, we are preparing the state to embrace the elements of Industry 4.0 through the adoption of smart manufacturing technologies and processes. 

In May this year, the largest business-to-business agreement was signed between JCorp and Siasun Robot Investment, to set up a Robotic Future City in Johor. 

Once materialised, this RM15 billion project is poised to develop the robotic industry as well as spur the growth of various supply chains in the country.

Ladies and Gentlemen,

Today’s Conference is certainly proof of the fruitful collaborative effort between us to forge stronger relations with the business community in the Southern Region.

Oil & gas, food technology as well as furniture have been aptly chosen as the featured industries, underscoring the inherent strengths of the region in these areas. 

The Pengerang Integrated Petroleum Complex (PIPC), which consists of Refinery and Petrochemical Integrated Development (RAPID) and its associated facilities are poised to transform Johor into a sustainable, world-class downstream Oil and Gas Hub.  

Being one of country’s largest food producers, Johor has been supporting the Federal Government’s aspiration to position Malaysia as a Global Halal Hub. 

The state through a joint-venture between J-Biotech and UMLand is developing Johor Halal Park, the first integrated bio-halal industrial park in the country.

Johor which is also synonymous as the Furniture Hub of Malaysia, will soon have a dedicated industrial park for the furniture industry in Muar. 

As many are aware, furniture manufacturing here is historically a labour-intensive industry and primarily dominated by SMEs. 

In tandem with the waves of industrial revolution, I urge JCorp to work closely with MIDA as well as other relevant stakeholders to ensure the new Muar Furniture Park will have all the right value propositions to spur the adoption of Industry 4.0 among our local companies. 

With this in place, I am optimistic that its opening will further reinforce Johor’s position as Malaysia’s main exporter of high-value added wooden furniture. 

Ladies and Gentlemen, 

Current and future development plans for these industries open up a myriad of business opportunities. As such, I would like to encourage all of you to take full advantage of today’s programme as we want to see more local companies participate actively in the bigger supply chain network. 

With solid participation and healthy collaborations between the public and private sectors involving both local and foreign companies, I foresee that Johor’s economic ecosystem will rise to be globally competitive and sustainably prosperous.

Before I end my speech, I would like to extend my warmest gratitude to everyone who has worked so hard to make this conference a great success. 

With that, it is my great pleasure to officially open the Supply Chain Conference for the Southern Region.
