Background

The ASEAN Connectivity Symposium is an annual event which brings together diverse stakeholders to identify gaps in the implementation of the Master Plan on ASEAN Connectivity (MPAC) and recommend measures that ASEAN could pursue to address them.

Since the adoption of MPAC in 2010, ASEAN has been working on connecting the region through extending physical infrastructure as well as forging more institutional and people-to-people linkages, mindful that MPAC requires effective inter-Agency coordination and resource mobilisation efforts.

The theme for the 6th ASEAN Connectivity Symposium is The Connectivity Agenda for an Integrated ASEAN Community. It will be a one-day event, to be organised in Kuala Lumpur, Malaysia on 16 October 2015.

The Symposium will bring together policy-makers, eminent persons, think-tanks, academia and industry stakeholders to provide views and discuss what should form part of ASEAN’s post-2015 Connectivity Agenda and the best methodology to address challenges in the implementation of MPAC post-2015.

Proposed Outline of 6th ASEAN Connectivity Symposium

Objectives
The objectives of the Symposium are to:
- Conduct a brief stock-take and review of the implementation of MPAC;
- Explore the best framework and process in preparing the post-2015 ASEAN Connectivity agenda;
- Conduct an overview of global developments and what ASEAN’s response should be in that regard;
- Explore areas of innovation in moving the ASEAN Connectivity initiatives forward; and
- Obtain stakeholder perspectives on ASEAN Connectivity post-2015.

The Symposium is divided into three segments, each encouraging comprehensive discussions between the various stakeholders in charting the post-2015 Connectivity Agenda, as follows:
- Session 1 will provide an overview of the current MPAC, in particular issues and challenges faced in implementing the various projects. This session will focus on identifying appropriate mechanisms to address cross-sectoral MPAC initiatives;
- Session 2 will discuss the general framework and thrust for a post-2015 Agenda. This session would encourage the sharing of ideas/proposals/ recommendations on new elements to be considered for a post-2015 ASEAN Connectivity Agenda; and
- Session 3 would provide the opportunity for stakeholders, including the private sector, International Organisations and Dialogue Partners to present their views and expectations for the post-2015 MPAC Agenda.

The draft Programme for the Symposium appears as ANNEX 1.

Target Audience
The target audience are:
- ASEAN Member States, including National Coordinators, ACCC and relevant ASEAN sectoral bodies;
- ASEAN Dialogue Partners, international organisations and other external parties;
- Representatives from sub-regional arrangements, namely Greater Mekong Sub-region (GMS) Secretariat; BIMP-EAGA Facilitation Centre; Centre for IMT-GT Sub-regional Cooperation (CIMT); and Mekong River Commission (MRC); and
- Eminent persons, think-tanks and members of the academia;
- Representatives from business associations and the private sector (including participants from the ASEAN Business Council and ASEAN Business Investment Summit);
- Media and non-governmental organisations.

The expected number of participants is 150 persons.

Date and Venue
- The Symposium will be held on 16 October 2015 in Kuala Lumpur, Malaysia.

Organiser
Malaysia, with the support of ERIA, will organise the Symposium.

Funding
Funding for organising the Symposium will be borne by the Malaysian Government. The cost of participation of Moderators and Speakers will be assumed by ERIA.

Participation at the Symposium is on a self-funding basis.

Expected Outcome

- The Symposium is expected to produce a set of recommendations on the framework, strategies and issues that should be considered when ASEAN draws up its post-2015 ASEAN Connectivity Agenda.

- It should also play the role of a forum for lessons learnt and the sharing of best practices.

- The outcome of the 6th Symposium would be transmitted to the ASEAN Coordinating Council, for the latter’s consideration.
